Think Tank Methods

Delphi technique
This group decision making technique was developed in the early 1950's. The term originates from Greek mythology. This method is thought of as an expert brainstorm.
In this technique experts in the filed of relative information are chooses to participate in questionnaires, surveys, etc. These people do not meet face to face. All communication is written in the form of letters and e-mails. A facilitator oversees the responses of their panel of experts.
Then the response are collected and analyzed to determine conflicting viewpoints on each point. This process continues until a consensus is met.
This process cycle is as follows:
- Panel is chosen based on expertise
- Questions answered
- Panel asset and explain answers
- Facilitator filters for relevant information
- Replies are gathered and summarized
- Panel decides on a final answer based on results of explanations.
- This process repeats until consensus is obtained.

Normal Group Technique
This group decision making technique is similar to brainstorming only more structured. Members of this group begin to troubleshoot and solve the problem on their own. The members to this in silent and in writing. Members do not interact with each other to limit influential decisions.
The group coordinator displays all the results for everyone to see, as each members tell their solution.
Each Idea is then discussed and comments are encouraged.
After all ideas are discussed they are evaluated and a vote is cast on each idea in a rank format. The idea with the hugest overall rank is deemed the solution tot he problem.
This process cycle is:
- Members gather together think and write down solutions on their own.
- coordinator then displays all solutions.
- Members then discuss each solution.
- member then rank each solution
- Then highest rank is the solution.

Comparing these techniques the Delphi technique the group members never meet face to face where in the Normal group technique the members meet face to face. Delphi members answer questions Normal group members create their own solutions. Delphi the facilitator summarized and filters information in the normal group the group as a whole discussions each decision and votes by rank. Delphi the facilitator decided the final solutions based on elimination where in the Normal group the solution is determined by the highest rank. The Delphi Cycle repeats where the Normal group cycle does not repeat.
